Customer Updates and Guidance (updated 05/22/2025)
Like many federal agencies, ARC is adjusting to changes driven by new policies and executive orders. While we are making every effort to minimize disruptions, some impacts to our services may occur.
We are actively planning and refining our processes to limit these challenges as much as possible. Please know that we remain committed to supporting you through this transition. We appreciate your patience and understanding as we make the necessary adjustments to continue delivering the best service possible.
On March 25, 2025, the President signed two Executive Orders (EOs) 14249: Protecting America’s Bank Account Against Fraud, Waste, and Abuse and 14247: Modernizing Payments to and From America’s Bank Account to promote the financial integrity and operational efficiency of the Federal government. Since then, the Office of Management and Budget (OMB) has issued guidance to help agencies develop and submit compliance plans for both Executive Orders.
As your agency’s Federal Shared Service provider, ARC is committed to protecting federal payments against fraud, waste, and abuse, supporting the transition to electronic payments, and phasing out paper checks for Federal disbursements.
To help you prepare your agency-specific response plan, ARC has provided a guidance document explaining how it meets the requirements in OMB’s compliance template for EOs 14249 and 14247. To get a copy of the guidance document, please contact your Customer Service Representative (CSR).
On March 20, 2025, a new Executive Order titled "Eliminating Waste and Saving Taxpayer Dollars by Consolidating Procurement" was issued. ARC is actively working with representatives at Treasury to review the order and understand how it may affect ARC’s future procurement services.

Under the President’s Executive Order 14222, Implementing the President's "Department of Government Efficiency" Cost Efficiency Initiative – Sec. 3. Cutting Costs to Save Taxpayers Money, agency heads were instructed to implement a centralized technology system with the capability to:
- Record payments about covered contracts and grants
- Include a brief justification from the agency approver for each payment
- Provide a designated agency official the ability to pause and review payments
Following the issuance of this Executive Order, ARC started identifying options to ensure compliance. But, before making any final decisions or initiating changes to ARC systems, we’ll be collaborating with Treasury representatives to assess potential impacts on governmentwide systems, which may shape ARC’s approach.
As decisions are finalized and timelines are confirmed, we will share updates accordingly. We value your partnership and understanding as we work to implement the necessary process and system changes required to comply with Executive Order 14222.
If your agency has a data call or other inquiry asking how you are planning to comply with EO 14222, you can respond stating “The agency uses ARC as its federal shared service provider for financial management services and will be using the standardized solutions ARC implements to meet these requirements."
ARC is working with representatives at Treasury and beyond to review and interpret these orders to determine if or how they may impact ARC's services.
