Doing Business with Fiscal Service
Since 1996, we've been providing numerous support services to agencies across the federal government. Many of those services are only possible due to the responsive, customer-focused, cost-effective partnerships we have with organizations outside the government.
We're always looking for new vendors, but our standards are pretty high. We look for traits in our partners similar to those that are important in our own staff—excellence, creativity, and innovation are some of our cornerstones.

For Potential Vendors
We purchase products and services using purchase cards, purchase orders, delivery orders, contracts, and blanket purchase agreements.
To identify prospective partners, we use market research methods that include:
- Recommendations from Bureau of the Fiscal Service Small Business Office
- Posting notices on the System for Award Management (SAM) Contract Opportunities
- Querying GSA, NIH's NITAAC and NASA SEWP.
We encourage you to explore these resources if you're interested in doing business with the Federal Government/ARC.
Getting Started
Instead of waiting for us to find you, there are a few things you can do.
Start by registering your company with the System for Award Management (SAM). Contractors providing goods or services to government agencies are required to register in SAM.
Once you've registered in SAM, you can look for opportunities to do business with ARC's client agencies by going to Contract Opportunities and using code 2036 in the Federal Organization search bar. Each notice describes the opportunity and tells you how to submit your interest.
Procurement Small Business Office
The purpose of the Bureau of the Fiscal Service Small Business Office is to:
- Assist small, HUBZone small, small disadvantaged, women-owned small and service-disabled veteran-owned small businesses with developing, growing, and ensuring their long-term success;
- Continually foster an environment where small, HUBZone small, small disadvantaged, women-owned small, and service-disabled veteran-owned small businesses can compete successfully on their own merits.
So we can learn more about your business, small businesses may submit capability statements, including line cards, or schedule individual appointments with a Small Business Specialist. If you request an appointment, a Small Business Specialist will reach out to schedule one with you. Our specialists will review what you've sent and forward it to the appropriate technical and procurement personnel. Capability Statements and vendor information may be saved and referenced when a specific requirement needs to be fulfilled.

For Current Vendors

We use the Invoice Processing Platform (IPP) to process invoices submitted by vendors for the goods and services they provide. IPP is a secure web-based system that allows vendors to monitor the status of their invoice throughout the processing cycle.

1099 Tax Information
We provide accounting services for federal agencies. This includes 1099 reporting to the Internal Revenue Service (IRS) for these agencies. Payments by a federal agency for services performed by vendors and contractors are reportable payments to corporations.
